Default Housebreaking an older doxie

Hi...I'm new here. My Mom has a 3 yr old male doxie (smooth coat black/tan) named Buddy. He is a sweet little dog except for one thing...he has been very difficult to housebreak and continues to pee in the house! Mom brought him home when he was 6 months old. The previous owners had not done very well housebreaking him. We worked real hard on getting him trained and he seemed to 'get it' for a time but not long.
My Mom is 84 and I know that this is part of the problem as she is not always paying close attention to him. I live across the driveway from her and I try to help her out with this issue but am just at a loss at this point. I can take him outside with me and my Golden Retriever, Katie. They run around in the yard and he will pee when he sees her doing the same. I always praise him for doing it outside. When I take him back to Mom's house there have been times that he has only been inside five minutes and he'll just stop and pee wherever he is. If I catch him I tell him 'NO' and take him back outside.
Pretty frustrating! We had a long haired doxie for 11 yrs and he was never this hard to train. Can anyone give me some ideas as to what to do with this little guy? Other than this bad habit he is a nice little dog.

Well, here's a positive note on my original post! This morning Mom took one of the pee pee pads out and put it on the covered back deck and Buddy actually used it instead of peeing in the house.
It's hard for her to put him out in her little side yard because she is afraid of falling down out there, the ground is pretty uneven. We'll be dealing with that in the Spring. So, I guess as long as he wants to use the pads on the deck that is much better than doing it in the house! Right? It's a start anyway!
